This guidance document provides essential protocols for the safe handling and disposal of used cooking oil to protect public health and the environment. It warns that repeatedly reheating oil creates harmful compounds linked to serious diseases, mandating that oil be discarded once Total Polar Compounds exceed 25%. The text offers tailored advice for households and food businesses, suggesting that home cooks repurpose fried oil for curries within two days or solidify small amounts with absorbent materials before tossing them in the trash. Large-scale operators are instructed to track oil usage and coordinate with authorized agencies to convert waste into biodiesel. By identifying physical signs of decay like darkening and foaming, the source empowers users to prevent the clogging of drainage systems and the resale of hazardous fats.

Health Risks and Regulatory Limits:

  • Health Hazards: Repeatedly reheating cooking oil causes physical, chemical, nutritional, and sensory deterioration, leading to the formation of Total Polar Compounds (TPC). High TPC levels are linked to serious health conditions, including hypertension, atherosclerosis, Alzheimer’s disease, and liver disease.
  • Regulatory Threshold: The Food Safety and Standards Authority of India (FSSAI) mandates that edible vegetable oil with a TPC level exceeding 25% is unsafe for human consumption and must be discarded as hazardous waste.
  • Trans Fat Formation: Reheating oil repeatedly generates hazardous trans fats.

Rules for Reusing and Reheating Oil:

  • General Rule: Reuse and reheating of cooking oil should be avoided whenever possible. Ideally, oil should be used only once.
  • Maximum Reheating Limit: If reheating is necessary, oil should be reused a maximum of three times.
  • Prohibition on Commercial Repurchasing: Food Business Operators (FBOs) are strictly prohibited from buying Used Cooking Oil (UCO) to manufacture food products.

Physical Indicators of Oil Deterioration:

Even without chemical TPC testing equipment, cooking oil must be discarded immediately if any of these physical signs appear:

  • Appearance of blue-grey smoke.
  • Formation of tough foam.
  • Oil turning dark and murky.
  • Any noticeable change in oil consistency.

Standard Operating Procedures (SOPs) by User Category:

For Households:

  • Economical Reuse: Oil used once for deep-frying should be filtered to remove food particles and may be repurposed for curry preparation, but never for re-frying.
  • Consumption & Storage Timeline: Used cooking oil deteriorates rapidly and should be consumed within 1 to 2 days. Do not store it for extended periods, and never mix or pour it back into fresh oil containers.
  • Safe Disposal: Never pour used oil down kitchen sinks or drains. For small household quantities, mix the oil with an absorbent material (such as sand, sawdust, paper towels, or food scraps) to prevent spills and throw it into the dustbin.

For Small Food Business Operators (FBOs):

  • Frequent Filtering: Filter cooking oil frequently to remove loose food debris.
  • Usage Cap: Do not reuse the same oil more than three times.
  • Authorized Collection: Hand over UCO to authorized collection agencies/aggregators registered with State Biodiesel Boards or the Biodiesel Association of India to be repurposed for biodiesel or industrial uses (such as soap manufacturing).
  • Storage Safety: Keep stored UCO containers away from open flames and gas cylinders.

For Big Food Business Operators (FBOs):

  • Handling and Storage: Allow discarded oil to cool completely before transferring—never transfer hot oil to avoid burns and spills. Store in dedicated, clearly labeled containers leaving headspace at the top to prevent cross-contamination.
  • Mandatory Daily Records: FBOs consuming more than 50 kg or liters of edible oil per day for frying must maintain a daily record log detailing:
    • Date and name/type of oil used.
    • Quantity used for frying vs. quantity consumed at the end of the day.
    • Quantity discarded and mode/date of disposal.
    • Name of the authorized collection agency collecting the UCO.
  • Staff Training: FBOs must train all staff involved in handling and disposing of UCO according to these guidelines.

Environmental Protection:

  • Preventing Sewer Blockages: Disposing of UCO down sinks or drainage systems causes severe environmental hazards and blocks municipal sewerage lines.
  • Recycling into Biodiesel: Aggregated UCO is channeled into eco-friendly industrial manufacturing, primarily serving as feedstock for biodiesel production or soap manufacturing.
