The implementation of the ‘Food Recall’ functionality under the Food Safety Compliance System (FoSCoS) includes several key points aimed at streamlining the food recall process and its monitoring:

Implementation and Purpose:

The Food Safety and Standards Authority of India (FSSAI) has launched this web-based facility to ensure the dissemination of information to consumers and to manage the retrieval, destruction, or reprocessing of recalled food. It is effective from March 18, 2026.

Unique Identification:

Each food recall is assigned a unique identification number to facilitate monitoring and provide clear information to the public.

  • Status Updates: The portal enables stakeholders and consumers to check the current status of recalled items directly on the page
  • Search and Filter Options: Based on the system’s interface, consumers can search for recalls using various details, such as the Recall ID, License/Registration Number, product name, category, or the nature of the recall

Roles for Enforcement Authorities (DOs/CLAs):

Designated Officers and Central Licensing Authorities are responsible for creating all new food recalls initiated by enforcement authorities in FoSCoS. They can also view existing recalls and record subsequent actions.

  • Creation and Recording: They must create all new food recalls initiated by enforcement authorities through their respective FoSCoS logins.
  • Monitoring and Updates: Authorities can view existing recalls and are responsible for recording subsequent actions and updates as the recall progresses
  • Detailed Documentation: Using the FoSCoS module, they fill in specific details such as the reason for the recall, quantity of the product, batch/lot numbers, and upload progress reports
  • Editing Rights: DOs and CLAs have the authority to edit food recalls based on the progress of the retrieval or disposal process

Responsibilities for Food Business Operators (FBOs):

FBOs must create and record actions for any food recalls they initiate. While they can view recalls created by enforcement authorities to take necessary action, they can only edit recalls that they personally initiated.

  • Self-Initiated Recalls: FBOs must create a record in FoSCoS for any recall they initiate themselves and record all subsequent actions taken to retrieve or process the food
  • Authority-Initiated Recalls: FBOs can view recalls created by enforcement authorities under a ‘view food recall’ section to take the necessary corrective actions
  • Limited Editing: While FBOs can view all relevant recalls, they are only permitted to edit the details of recalls they personally initiated
  • Data Entry: FBOs are required to enter comprehensive product information, including the brand name, manufacturing date, and nature of the recall

Public and Stakeholder Access:

Information regarding food recalls is accessible to stakeholders and consumers directly on the FoSCoS homepage under the ‘Food Recall’ heading, allowing them to check the status of recalled items.

Guidance and Compliance:

A detailed user manual has been developed to assist all users with the new functionality. Commissioners of Food Safety and Regional Directors are advised to ensure that DOs, CLAs, and FBOs under their jurisdiction comply with these new recording requirements.
