SCHEME FOR ISSUE OF HEALTH CERTIFICATE FOR EXPORT OF FOOD PRODUCTS:

INTRODUCTION:

Export Inspection Council of India (EIC), the official certifying body of the Govt. of India for exports was set up under the Export (Quality Control and Inspection) Act, 1963 which was enacted to ensure the quality of export products through quality control and inspection.

In order to facilitate the smooth functioning of the export from India in the present scenario of the international trade, and to certify quality of food commodities (which are not notified under the Act, 1963), a general voluntary scheme for issuance of Health Certificate has been developed. This scheme allows for issuance of Health Certificate on Consignment wise basis.

DEFINITIONS:

Unless the context otherwise requires:

1. “Council” means the Export Inspection Council of India established under section 3 of Export (Quality Control & Inspection) Act 1963 (22 of 1963);
2. “Agency” or “EIA” means anyone of the Export Inspection Agencies established at Chennai, Delhi, Kochi, Kolkata and Mumbai under section 7 of the Act;
3. “Branch office” means any of the Sub-Offices working under the jurisdiction of an EIA; 4. “Product” means any of the food products other than notified Food items under the Export (Quality Control & Inspection) Act,1963.

BASIS OF ISSUANCE OF HEALTH CERTIFICATE:

Health Certificate will be issued for consignments which conform to Importing Country requirements /relevant National standards / buyers’ requirements as applicable.

PROCEDURE FOR CHECKING COMPLIANCE:

The exporter shall submit the following documents in the prescribed proforma for issuance of the Health Certificate for the Food Products consignment meant for export.

  • Application for issuance of Health Certificate duly filled in as per Annexure-1 along with copy of Invoice/ Purchase Order/Letter of Credit, along with a bank draft of the requisite fee (as per clause 5.1) to the nearest Head Office/sub office of the Export Inspection Agency, under whose jurisdiction the exporting unit / exporter is situated.
  • Copy of test report of Food Product intended for export, issued by EIA labs /EIC approved labs, test report from the EIA approved unit, as per importing countries standards/National Standard /Contractual Specification as agreed between Importer and Exporter.
  • Fee to be paid by the exporter to the concerned EIAs as prescribed in clause no 5.1 of the scheme.

Based on the documents submitted, EIA shall issue health certificate in the prescribed format (Annexure 2)-Attached herewith..

EIA or its sub-office shall issue the Health Certificate in the format placed at Annex-2 after the consignment has been found meeting the relevant requirements.

Fee to be charged as under:

FOB value in Rs.                                      –                   Fee charge in Rs.

i) Up-to 5 lakh                                                                       1500

ii) Above 5 lakh and upto 10 lakh                                     2500

iii) Above 10 lakh and upto 25 lakh                                 5500

iv) Above 25 and below 40 lakh                                       7500

v) Above 40 lakh                                                                 8000

Note: A fee of Rs.10 per MT shall be charged for Agricultural Bulk Commodities for issuance of Health Certificate subject to minimum of Rs. 2500/- per consignment. Health Certificate will be issued based on the test report submitted by the processor / exporter.

VALIDITY OF HEALTH CERTIFICATE:

The Health Certificate shall be valid for a period of 90 days from the date of its issuance.
